Hui-Chang Li, a city planning graduate student and CCI HUD Fellow, worked with the National Economic Development Law Center's assets division to develop a series of reports on the next stage of growth for Individual Development Accounts (IDAs) which will inform upcoming convenings of practitioners and policymakers in an effort to grow the field and help it evolve. Hui-Chang provided research support for two papers: the first, a case studies report that documents the success of large-scale IDAs, one of which is EARN's program in San Francisco, and a second, which looks at market segmentation as a strategy to streamline program delivery of IDAs. These papers were completed in March 2006. Hui-Chang is lead author on a third paper exploring the strategy of developing a standardized financial product for IDAs to bring IDAs to scale. This research requires interviews with parishioners in the IDA field. Having worked in the IDA field in program delivery, Hui-Chang builds on her contacts and connections with practitioners in the field and incorporates her perspective as a practitioner to inform the research and the convening process.
